gesticulating back at Mr Heath and snapping something inaudible The subject of delinquency also arose since Mr Wilson had uttered a solemn threat about what the dole queues among the young were portending The Government snapped back an angry Mr Heath was spending more on building schools and clearing slums That was the way to deal with juvenile delinquency said Mr Heath rather than ranting and raving in speeches And in a moment of gleeful satisfaction Mr Heath wound up his remarks about Mr Wilson with unflattering quotations culled from comments by Mr own Parliamentary colleagues This made the Tories very happy And after a bit of harnessing the processes change and responding positively to new opportunities (Mr perorations are not the last word in originality) the Prime Minister
